The SLCC Policy document was updated by the Board of Directors dated September 16, 2024. Some key changes are highlighted below:
SLCC Policy is a living document that may change as needs arise. The complete version as well as all of the SLCC governance documents can be found on the ABOUT > GOVERNANCE page of our website (https://sylvialakecc.org/governance).
ACCESS CODE VERIFICATION: With our new security system, language has been updated from “key cards” to “Gate Access Codes”. In addition, as no key cards are available, when using community property, members are required to provide their name and Sylvia Lake address upon request as verification for approved access. Please make sure that all members of your household are aware of this requirement. Please also remember that guests must be accompanied by the member at all times. DO NOT SHARE YOUR ACCESS CODE.
WORK CREDIT DISCOUNTS: The Board has increased the hourly rate for work credit to $20 per hour to be credited against dues. All work must be pre-approved by the Board and a memo must be submitted to the Treasurer, who will issue a discount code for future payments.
ADMINISTRATIVE LATE FEE: The fee assessed at 90 days past due on each invoice has been increased to an Administrative Late Fee of $50. In addition to the inequity of neighbors not paying their fair share in a timely manner, a significant amount of additional work is required for our volunteers when invoices go past due more than 60 days.
RENTAL PROPERTIES: Proprietary Members in good standing may loan their member privileges (including gate access code) to their tenants, and must notify the board of directors of their intention. The Proprietary Member always retains their vote. The responsibility for payment of dues remains with the Proprietary Member regardless of residential status and may not be transferred to the tenant. Should the owner wish to retain their privileges, or if the long-term tenant wishes to serve on the board, the tenant may be considered for Social Membership, assuming all responsibilities and costs therein.
COMPLIANCE: A review of our governing documents has resulted in the following policy definitions:
- Pursuant to RCW 64.38.20(11), a member may appeal balance disputes by notifying the SLCC Board of Directors in writing of their request for a hearing at any regularly scheduled meeting or by requesting a special meeting of the Board.
- Input and feedback from Social members is highly valued by the SLCC Board of Directors. Washington state law prohibits voting by members who do not own real property within the jurisdiction of SLCC. Therefore, pursuant to RCW 68.38.015, Social members may not vote, but may attend and participate in all SLCC meetings, benefits and activities as defined by the SLCC Board of Directors.
